About Horizon Townhouses
Guam Horizon Townhouses consists of 13 buildings with 48 residential units located in Upper Tumon.
Horizon Townhouses is a planned development community, and all property owners are required to be members of the Homeowners Association (HOA). Each owner (or tenant, as applicable) must pay the monthly Common Area Fees, which fund the maintenance and upkeep of:
- Common areas
- Shared structures
- Building exteriors
- Community infrastructure
These contributions help preserve property values and maintain a clean, well-managed environment for everyone.
Community Leadership & Standards
The Association is governed by a Board of Directors, composed of homeowners who work diligently to keep Horizon Townhouses a quiet, safe, and peaceful place to live.
To ensure harmony within the community, the Association has established House Rules. All owners, tenants, and guests are expected to comply with these rules so that everyone may enjoy the peaceful surroundings of our home.
Parking Regulations
There are several NO PARKING AREAS throughout the property.
Please click on “No Parking Areas” below to review designated restricted zones and ensure compliance with community rules. Vehicles parked in violation may be subject to enforcement action.
Community Safety & Surveillance
For the safety of our residents, Horizon Townhouses is monitored 24 hours a day by surveillance cameras.
If illegal activity, suspicious vehicles, individuals, or behavior are detected, the Association will immediately notify:
- The Guam Police Department
- The Property Manager
- Members of the Board of Directors

The HOA provides maintenance and oversight of the following common services:
Trash collection in front of each unit (see more details)
Cardboard disposal bin for recycling (see more details)
Entrance gate maintenance and operation
Building exterior upkeep
Roof sealing and maintenance
Center Courtyard maintenance
Landscaping and common area upkeep (trees, greenery, shared spaces)
Perimeter fencing maintenance
Sidewalk upkeep and repairs
Exterior painting of buildings (common areas)
These services are funded and managed through the Association to maintain property value, safety, and community standards.

Horizon Townhouses is a gated community.
All service providers must coordinate access prior to entering the property. You will need to contact:
- The Unit Owner, or
- The Tenant, or
- The Property Manager
to obtain entry authorization.
Required Registration Forms
All outside service providers are required to complete the appropriate online form before performing any work onsite:

- Roof Access Permission Form (required for any roof-related access or work)

Failure to submit required forms may result in denied entry.
