Guam Horizon Townhouses HOA
The Board of Directors has approved the installation of solar panels on unit rooftops by homeowners, subject to prior application and HOA approval. Panels and related equipment must not extend into the roof area of adjoining units and are limited to the ¼ share of the roof space allocated to each unit.
Final decisions regarding the installation of internet antennas or other essential utility equipment on rooftops will be discussed at the Board of Directors Meeting on September 27th.
During Board of Directors Meeting there was discussion to review and update House Rules to meet the current times and changes. (Changes will include Pet rules, HOA rules, Common area rules, include use of solar panels ).

The trash pickup schedule is scheduled to change from "Mondays and Fridays" to "Mondays and Thursdays" The HOA will be informing all owners and residents at least a week prior to its start date. Please be on the look out for this change.
This serves as a notification for our home owners and tenants of the change of Maintenance Company effective February 1st, 2025. The new company will be responsible of the twice weekly trash pickups and yard maintenance)
The 2025 Annual Meeting of the Homeowners has been scheduled for Saturday, March 1st, from 6:00 P.M. at the Center Courtyard of the Horizon Townhouses. We ask every homeowners to attend.

During the March Board of Director's Meeting, the Board of Directors discussed the rise in costs of maintaining the association. After discussions, the board elected to raise the common Area Fee (CAF) , once in November of 2023 to $180, and $200 in January of 2024. Total of $40 will be raised to help with the recent rise in costs.
As of of 08:00am Wednesday, October 11, 2023, The National Weather Services has called off the typhoon warning for Guam. For this reason, The Horizon Townhouses HOA will stop announcing any advisories. Thank you everyone and we hope you were all safe.

We have recently learned that the pedestrian walk-in gate has been vandalized and broken by some individuals. It is suspected that someone had taken out the lock mechanism and cut the power line to the walk-in gate. Parts has been ordered and will be fixed once the parts are in. We do urge everyone to apply for the walk-in gate card keys if you require them through the HOA Website.: https://horizontownhouseshoa.org

Please be notified that currently the generator that is use for backup of the entrance gates are down and waiting for repairs. During any power outages, the gates will need to be opened manually. Please fill out the incident report form to let the Association know of such issues. You can find the form on the FORMS MENU.
The Annual Homeowners Meeting is planned for Saturday March 12th, 2022 at 6 P.M. The meeting is to take place at the courtyard of the Horizon Townhouses. Please check on the EVENTS CALENDAR for any changes and details. You may also contact our Property Manager at REMAX Diamond Realty. We hope every homeowner can make this meeting.
Due to the COVID-19 Outbreak and the on-going pandemic here on Guam, the Board of Directors were not able to hold meetings. Due to this, the planning of the upkeep of maintenance and other issues have been delayed. In 2022, the B.O.D., plans to finish the long awaited plans to keep up with the maintenance, safety and upkeep of the common areas and exterior aspects this year. We have added 24 hours surveillance cameras, and hope to increase more cameras.
The Roof Coating Project has started. The roofs of each building will be scraped and coated in the months of February and March. We ask all homeowners and tenants for your patients and cooperation with the noise and mess this may cause.
Water Blasting project has started together with the Roof Coating Project. each building and the sidewalks will be water blasted. As each time we have Water Blasting project in the association, each homeowner and tenant is asked for your cooperation in allowing the workers to use the water out on the patios or around the unit. Use of water will be divided among all units. It is porojected from mid-February to mid-March.
All Cardboard boxes must be brought to the "Cardboard Area" next to the exit gate and placed inside the bin that is provided. All boxes must be "FLATTENED" before being placed inside or in some cases placed outside the bin due to bin being full or the flattened box is not able to fit inside the bin.
Horizon Townhouses Association has strict rules for vehicles within the association. all vehicles must be updated with the safety decals and vehicles registrations. We only allow "Safe & registered vehicles" in our property. If the property manager or the Board of Directors are notified of any unregistered vehicle, or outdated safety inspection decal, we will request the vehicle owner to update their vehicle standings with the Revenue & Taxation's Motor Vehicles Department before the vehicle can be allowed to enter the property. Lets all work together to help keep our association safe for everyone.
The Horizon Townhouses Association has created registries for our residents so that we may be updated with all our residents so that we can provide the most safe, and peaceful environment to everyone at Horizon Townhouse.
1. All owners to register the current tenants that live in each unit
2. Pet Registry for all pet owners.
3. Service Providers (Construction, renovations, etc., )
4. People needing access to the roof. (Permission Form).
The Events Calendar is a great tool for our residents to find out what events are happening for our association. If you have an event that you wish to place onto the Events Calendar let us know and we will make sure it is made public for everyone to see. You can click on the to button below, or go to the "EVENTS CALENDAR" on the menu, and click on the "I want to add an event" to enter your event.
NO SPEEDING! Speed bumps are the raised part in the road (usually yellow or yellow with black stripes) designed to make the traffic travel more slowly. Inside the Horizon Townhouses, we have a total of 4 (four) speed bumps so that it can remind our residents and guests that our speed limit is 5 MPH once entering into Horizon Townhouses. We hope that everyone is reminded and follow the speed limit. (There are fines and penalties for those who do not follow the speed limit).
The pedestrian gate will be locked at all times and will require a resident to have a "Access Cardkey" to use and access the pedetrian gate. You will have to request a card key by filling out the "Acknowledgement of Association Property" Form so that we can assign a key to you. Only a resident of the Horizon Townhouses can receive the "use" of the cardkey. Once you are no longer a resident, you must return the cardkey to the Property Manager or to any of the Board of Directors.
The Homeowners Association, Board of Directors are happy to announce the Entrance Gates are in working order and will make sure to keep our gates closed for the safety of all homeowners and tenants. The pedestrian gate (walk in gate) is ready to be used and will require a "cardkey" to enter the walk-in gate. Yu will have to fill out the "REQUEST FOR ASSOCIATION PROPERTY FORM" to apply for the cardkey or entrance remote.
For the safety of all, the Entrance and Exit Gates provides safety for all our residents. But it is also accident-prone. We caution everyone to be aware that being around automatic gates is dangerous and can cause bodily injuries or deaths. No residents may enter the "gated area" of the entrance and exit gates for any reasons. Children are NOT ALLOWED to be playing around the Entrance or the Exit gate areas. We urge all parents to make sure your child(ren) is/are well informed and do not allow for them to be in or playing around the entrance and exit gates at any time.
Each unit is allowed up to three cell numbers or number of vehicles owned to enter into the gate system for use with entering the Horizon Townhouses. (There are remote control units that can be purchased for a cost. Please inquire property manager for the remote control units. Each unit only has three remotes that can be purchased. If you have purchased three remotes and lost them, you will not be able to purchase anymore remote units).
ENTRANCE AND EXIT GATES:
Entrance gates will require either your cell phones to call the gate telephone number to open the gate or use the remote Controls to open.
Exit Gate does not require to all or a remote and only that the vehicle goes over the sensor that is planted on the ground before the Exit Gate. YOU MAY NOT USE THE REMOTE OR CALL IN TO OPEN THE GATE WHILE YOU ARE INSIDE THE PROPERTY to open the Entrance Gate to exit the property. The sensor may not function properly and it may damage the gate.
Gate Damage: At times we do not mean to, but it does happen. If you have accidentally hit the gate or notice someone hitting the gate with the vehicles, please notify the property manager or any of our Board of Directors so that we may remedy the problem as soon as possible. Do not try and push the gate, or force the gate open. This can damage the gate further and cause thousands of dollars in repairing the gate. If such damage has been cause by a tenant, Homeowner or their guests, the cost of fixing the gate will be charged to the homeowner, tenant or their guest who caused the damages. What you need to do is, park your vehicle outside or inside (whichever is applicable) the gate and contact any of the Board of Directors or our Property Manager. ABSOLUTELY No-one except for the Board of Directors, Property Manager, or any designated person by the board or Property Manager may enter the gated area of the entrance gates. To report damages or problems with the gates, please fill out the "INCIDENT REPORT" form and someone will respond to the issue. (Responses will be will fairly quick during normal business days and hours, and may take longer on weekends or holidays and odd hours.)
If any unauthorized person touches or damages the gate, you will be charged for the time and repair costs of the gate.
